The World Justice Project Rule of Law Index is a quantitative tool that measures how well countries maintain the strength of their governments and laws while protecting citizens’ rights and ensuring security. This index takes into account various aspects of justice and the legal system. According to the latest Rule of Law Index, released on April 2, Ukraine ranked 89th out of 142 countries in 2023. Ukraine’s Rule of Law Index was 0.47. Compared to the previous year (94th place), this reflects a slight improvement, but is still unsatisfactory. If we compare Ukraine with some of its neighboring countries, we can see that the Czech Republic ranks 20th, Slovakia 34th, Poland 36th, Romania 40th, Georgia 48th, Bulgaria 59th, Moldova 68th, and Hungary 73rd. In the regional ranking, Ukraine ranks 9th out of 15 countries in Eastern Europe and Central Asia. Georgia leads the region (48th out of 142 in the world), followed by Montenegro and Kosovo. The three countries with the lowest scores in the region are Belarus, Russia, and Turkey (117th in the world). Denmark is on the first place with an index of 0.9, and Venezuela is on the last place with an index of 0.261. This index takes into account eight main factor categories with 44 indicators in these groups:

  1. Preservation of inherent limits on government power: includes an assessment of how effectively the government limits its own power by adhering to constitutional principles and laws(Ukraine’s index is 0.47).
  2. Open government: this dimension takes into account citizens’ access to information about government activities, transparency of decision-making, and the ability of citizens to participate in the decision-making process (0.56).
  3. Absence of corruption: assesses the level of corruption in government structures, the judiciary and law enforcement agencies (0.33).
  4. Maintenance of order and security: includes an assessment of the effectiveness of law enforcement agencies, ensuring the safety of citizens and maintaining law and order (0.70).
  5. Ensuring basic human rights: (0.60).
  6. Regulatory and legal framework. It assesses how effectively the country complies with regulatory rules and regulations (0.43 ).
  7. Civil justice: Takes into account access to the judicial system, speed of case processing, independence of the courts, and availability of legal aid (0.54).
  8. Criminal justice: Measures the effectiveness of the criminal justice system, including the investigation of crimes, the fairness of court decisions, and the enforcement of sentences (0.37).
